About ACTION FORUM NAMIBIA

1. Background and Rationale

Namibians in general, irrespective of their origin, appearance, culture, religion or sexual orientation, are aspiring to having a proper job with an income sufficient to sustain themselves and their families, an educational system that will provide their children and grandchildren opportunities to decent education, a healthcare system that gives them access to the best available health services at an affordable price, and peace of mind that they will be able to retire with dignity. They furthermore expect to live in a society where they are protected against criminals, economic exploiters, and public scams. These expectations are realistic and achievable, and it is the constitutional obligation of Government to create a conducive environment in which it will become possible.

2. Action Forum Namibia (AFN)

The question is how ordinary Namibians can get involved to ensure that the Government fulfills its constitutional obligation in such a way that it is doing the right things right and at the right time. Action Forum Namibia (AFN), a voluntary civil rights organization registered in Namibia, provides such an opportunity.

3. Major Objectives

  • To continuously inform, in a simple and understandable manner, its members and the general public about government policies and practices and to what extend they are in line with the Constitution of the Republic of Namibia.

  • To consolidate the voice of the public. (One vote – One message).

  • To, on behalf of the general public, monitor, analyze, and address complex government issues and tasks, and where necessary, to take them to task.

  • To analyze national and regional performance of government (including financial performance), to process them and report on it where needed.

  • To become a central mouthpiece that informs its members and creates awareness in the broader public on governmental topics and potential issues.

4. Modis Operandii

  • Use the Constitution of the Republic of Namibia as the source and framework from where we operate.

  • Continuously identify issues and concerns in terms of legislation, policies, and procedures that go against the constitution and the rights of ordinary Namibians.

  • Source expert advice, depending on the issue, and conduct in-depth research.

  • Write a discussion document that highlights the current situation (problems), but also suggests potential solutions.

  • Engage with authorities to address the issues to find common ground and positive outcomes.

  • Constantly consult with members and keep them informed.

  • Take action if no progress is visible. This will be done in a non-aggressive manner and legal action should always be the last resort.

1. Agtergrond en Rasionaal

Namibiërs in die algemeen, ongeag hul oorsprong, voorkoms, kultuur, godsdiens of seksuele oriëntasie, streef daarna om 'n behoorlike werk te hê met 'n inkomste wat voldoende is om hulself en hul gesinne te onderhou, 'n onderwysstelsel wat hul kinders en kleinkinders geleenthede sal bied vir ordentlike onderwys, 'n gesondheidsorgstelsel wat hulle toegang gee tot die beste beskikbare gesondheidsdienste teen 'n bekostigbare prys, en gemoedsrus dat hulle met waardigheid sal kan aftree.

Hulle verwag verder om in 'n samelewing te woon waar hulle beskerm word teen misdadigers, ekonomiese uitbuiters en openbare swendelary. Hierdie verwagtinge is realisties en haalbaar, en dit is die regering se grondwetlike verpligting om 'n bevorderlike omgewing te skep waarin dit moontlik sal word.

2. Aksie Forum Namibia (AFN)

Die vraag is hoe gewone Namibiërs betrokke kan raak om te verseker dat die Regering sy grondwetlike verpligting só nakom dat hy die regte dinge reg en op die regte tyd doen. Action Forum Namibia (AFN), 'n vrywillige burgerregte-organisasie wat in Namibië geregistreer is, bied so 'n geleentheid.

3. Belangrike Doelwitte.

  • Om deurlopend op 'n eenvoudige en verstaanbare wyse sy lede en die algemene publiek in te lig oor regeringsbeleid en -praktyke en tot watter mate hulle in ooreenstemming met die Grondwet van die Republiek van Namibië is.

  • Om die stem van die publiek te konsolideer. (Een stem – Een boodskap).

  • Om namens die algemene publiek ingewikkelde regeringskwessies en -take te monitor, te ontleed en aan te spreek, en waar nodig, dit dringend met die verantwoordelike owerhede op te neem.

  • Om nasionale en streeksprestasie van die regering (insluitend finansiële prestasie) te ontleed, om dit te verwerk en daaroor verslag te doen waar nodig.

  • Om 'n sentrale spreekbuis te word wat sy lede inlig en bewustheid in die breër publiek skep oor regeringsonderwerpe en potensiële kwessies.

4. Modis Operandi

  • Gebruik die Grondwet van die Republiek van Namibië as die bron en raamwerk vanwaar ons werksaam is.

  • Identifiseer deurlopend kwessies en bekommernisse in terme van wetgewing, beleide en prosedures wat in stryd is met die grondwet en die regte van gewone Namibiërs.

  • Verkry kundige advies, afhangende van die kwessie, en doen diepgaande navorsing.

  • Skryf 'n besprekingsdokument wat die huidige situasie (probleme) uitlig, maar stel ook moontlike oplossings voor.

  • Skakel met owerhede om die kwessies aan te spreek om gemeenskaplike grond en positiewe uitkomste te vind.

  • Konsulteer voortdurend met lede en hou hulle op hoogte.

  • Neem aksie indien geen vordering sigbaar is nie. Dit sal op 'n nie-aggressiewe wyse gedoen word en regstappe moet altyd die laaste uitweg wees.
